Part 1 GENERAL
1.0 PreliminaryGo to Top
1.1 Racing will be held under the current Racing Rules of Sailing (RRS), the prescriptions of the Royal Yachting Association (RYA), these Sailing Instructions (SIs) and the appropriate class rules. In the event of a conflict, these Sailing Instructions shall prevail.
1.2 For the purposes of RRS, the Organising Authority is Conway Yacht Club (the Club) and the Race Committee is the Sailing and Motor Boat Committee of the Club (the Sailing Committee)
1.3 In these Sailing Instructions unless the context requires otherwise 'Rule' refers to the relevant rule of RRS
2.0 Conditions of Entry Go to Top
2.1 The safety of a boat and her entire management including insurance shall be the sole responsibility of the owner/competitor racing the boat who shall ensure that the boat and crew are adequate to face the conditions that may arise in the course of the race. Neither the establishment of these Sailing Instructions nor the inspection of the boat under these conditions in any way limits or reduces the absolute responsibility of the owner/competitor for his skipper, crew, the boat and the management thereof. The Race Committee shall not be liable for any loss, damage, death or personal injury howsoever caused to the owner/competitor, skipper or crew as a result of their taking part in the event. Moreover, every owner/competitor warrants the suitability of his boat for the event.
2.2 The Race Committee reserves the right to refuse entry to any boat which they consider to be unseaworthy.
2.3 Every boat shall carry third party insurance (including racing risks) in the sum of at least £1,000,000.
2.4 Eligibility
(a) Except in open events and as provided below. every boat shall be helmed only by a member of the Club or of the North Wales Cruising Club.
(b) Boats entered for racing shall comply with Rule 75.1 and Rule 46.
(c) In Mates Series races, regular crew may helm whether or not they are members of the Club.
(d) Members of other RYA- affiliated yacht clubs may helm in races as guests for a maximum of four races in any one season.
2.5 Safety
(a) Personal buoyancy (amending Rule 40)
Adequate personal buoyancy for each crew member shall be carried on each boat at all times. A wetsuit is not adequate buoyancy. Life jackets to the appropriate British standard are strongly recommended.
(b) Every boat shall comply with her Class rules as regards the carrying of adequate anchor and warp, flares for use in emergency and bailing equipment. It is recommended that each boat carry an adequate anchor and a warp of at least 15 fathoms (30m) and be equipped with a pump or bailing bucket.
3.0 Notices to Competitors Go to Top
3.1 The official notice board is situated in the Club.
4.0 ChangesGo to Top
4.1 Changes in these Sailing Instructions (including changes to the Sailing Programme and Course Cards) will if possible be made in accordance with Rule 88.2. but may alternatively be communicated to each boat on the water before the warning signal by hailing or by direct radio contact with the boat concerned or via other yachts.
4.2 Changes made in writing will he posted on the official notice board at least 48 hours hefore the scheduled start time of the first race thereby affected. (The Class Representative will endeavour to contact regular competitors who may not see the notice hoard. Out of Port competitors are advised to check with the Club steward within the period of 48 hours before any race in case amendments have been posted).
5.0 Signals Made Ashore Go to Top
5.1 Signals made ashore will he displayed at the Club Starting Tower on Deganwy Promenade.
6.0 Sailing Programme and Course Cards Go to Top
6.1 The schedule of racing and the courses to be set will be shown in the Sailing Programme and the Course Cards for the current season, the contents of which are deemed to be incorporated in these sailing Instructions and which shall also constitute the Notice of Race referred to in Rule 88.2.
Part 2 Racing
7.0 Communications with Competitors Go to Top
7.1 The Classes to race and the Class flags shall be as follows:
Cruiser Flag R - Romeo
Conway One Design Flag E - Echo
Squib Flag D - Delta
7.2 Radio Communications : Cruiser Class only

8.0 Racing Area Go to Top
8.1 The general course area will be the Conwy River estuary, Conwy Bay and to seaward
9.0 Courses Go to Top
9.1 Courses will be displayed in the designated position on the front of CYC starting tower using the appropriate course board for each class as follows:

9.2 The course prescribed as the 'special course' for any class will not be set unless every competing boat has received notice of the course either in writing or by oral or radio communication before the Warning signal for their Class.
10.0 Marks Go to Top
10.1 All marks shall be left to PORT unless otherwise stated in the Course Description.
10.2 Where the Perch pole is a prescribed mark of the course, every part of it shall rank as part of the mark including the stay rods and ground tackle, whether or not they are partly or wholly submerged
11.0 The Start Go to Top
11.1 The Starting Line
(a) The Starting Line (designated 'STc" in the Course Cards) shall be a prolongation seawards of an imaginary line joining the flagslaff on theStarting Tower and the pole on the sea wall in front of the Starting Tower.
(h) There is no limit mark in respect of the Starting Line: The Club Mark is not a limit mark.
11.2 Starting System (amending Rule 26)
The Starting System prescribed by Rule 26 shall apply, except that Flags I and Z and black flag will not be used. Rule 26 as amended by this SI is reproduced as Appendix C to these Sailing Instructions.
11.3 General
(a) Times shall be taken from the visual signals : the failure or mistiming of a sound signal shall be disregarded.
(b) Competitors shall before the Warning Signal for their race and after they have completed the course keep clear of all yachts then racing and of the starting and/or finishing lines.
(c) One boat shall not constitute a race
(d) Competitors are reminded that a boat is racing from the time her preparatory signal is given. Subject to SI 12.0 below, a boat who infringes Rule 42 after her Preparatory Signal will be disqualified.
11.4 Display of Distinguishing Pennants
Whilst racing, every boat competing in the Cruiser Class shall conspicuously display Numeral Pennant 2
12.0 Power or Tow after Preparatory Signal (amending Rule 42)
(a) A boat which is not in the vicinity of the SL when her Preparatory signal is made may proceed under power or tow until she is in the vicinity of the SL, keeping well clear of all other boats. The engine shall be stopped or the tow dropped before the boat crosses the Starting Line and in any event before her starting signal. A boat which takes advantage of this SI shall make a 360° turn (including one tack and one gybe) on the pre-start side of the start line prior to starting, keeping well clear of all other boats.
(b) A boat which takes advantage of SI 12.0(a) and in so doing either (i) prejudices another boat or (ii) obtains an unfair advantage will be liable to protest and/or disqualification under RRS Fundamental Rule 2.
13.0 Shortened Course (amending Rule 32 & Race Signals)
There is no provision in these Sailing Instructions for shortening course before the start.
(a) When made at the Club Finishing Line, the shortened course signal 'S' shall mean :
'Finish the race at the Club Finishing Line, at the end of the lap of the course still to be completed by the leading yacht, substituting 'Club Finishing Line' (FlC) for 'Club Mark' (CM) in the course description.'
(In these Sailing Instructions, a 'lap of the course' means 'Any part of the designated course up to and including a rounding of the Club Mark.' Courses which do not include the Club Mark cannot be shortened to the Club Finishing Line.)
(b) When given at a Rounding Mark, the shortened course signal 'S' shall mean :
'Finish between the nearby mark and the staff displaying Flag 'S' on the adjacent committee boat'
14.0 Committee Boat (Amending Race Signals)
The Committee Boat may be the Club's Guard Boat or any other boat designated as the Committee Boat and flying a blue or orange flag.
15.0 The Finish Go to Top
15.1 Club Finishing Line
(a) The Club Finishing Line (designated 'FLc' in the Course Cards) is a prolongation seawards of an imaginary line joining the flagstaff on the Starting Tower and the pole on the sea wall in front of the Starting Tower.
(b) There is no limit mark in respect of the Club Finishing Line : the Club Mark is not a limit mark
15.2 Fairway Finishing Line
(a) Where a race is prescribed to finish at the Fairway Buoy, the Fairway Finishing Line (designated 'FLf' in the Course Cards) is an imaginary line between the Fairway Buoy and Channel Buoy No 2. For courses where the last rounding mark lies to the West or North-west of the Fairway Buoy, Fairway buoy shall be left to port. For courses where the last rounding mark lies to the East or North-east of the Fairway Buoy, Fairway buoy shall be left to starboard.
(b) The Fairway Finishing Line shall not be crossed unless a boat is within 5 of her overall lengths of the Fairway Buoy.
15.3 Channel Buoy No.2 Finishing Line
(a) Where a race is prescribed to finish at the No.2 Channel Buoy, (designated 'FL2' in the Course Cards) is an imaginary line between the Channel Buoy No 2 and the Penmaenmawr Marine Outfall Buoy. The Channel No.2 Buoy shall be left to port.
(b) The Channel Buoy No.2 Finishing Line shall not be crossed unless a boat is within 5 of her overall lengths of the Channel No.2 Buoy.
15.4 Times/Order of Finishing
In respect of a race or course which finishes other than at the Club Finishing Line, or in the event that the Race Officer does not appear to be on station at CYC starting tower :
(a) Yachts of the Cruiser class shall take their own time of finishing (not elapsed time) and shall either confirm with the Race Officer that their finishing time has been recorded, or shall cause the finishing time of the boat to be entered on the results sheet in the Club by midnight on the day following the race day;
(b) Yachts of the COD class shall record their own order of finishing and shall cause the same to be entered on the results sheet at the Club by midnight on the day following the race day.
15.5 Declarations
(a) A boat which has retired from a race shall cause that fact to be so recorded on the results sheet at the Club by midnight on the day following the race day. A boat which fails to comply with this instruction shall be deemed not to have retired and shall be liable to disqualification or protest.
16.0 Time Limits : (Amending Rule 35)Go to Top
16.1 COD & Squib Classes
(a) Except as provided below, the time limit for each race will be 3 hours, provided that when the first boat finishes within the time limit, the time limit will become 4 hours. The Race Officer may at his discretion extend these time limits by not more than 15 minutes. Yachts which have not finished within the time limit will be scored 'Did Not Finish'. If no boat crosses the line within the time limit, the Race Committee may at their discretion award places in the order in which yachts last crossed the line, provided they are still sailing the course at the expiration of the time limit.
(b) The time limit for the course designated 'FB' in the Course Card, and for any special course which starts or finishes at Beaumaris or Llandudno shall be 5 hours for the first boat to finish and 6 hours for all yachts finishing subsequently.
(c) In respect of the course designated 'FB', if no boat finishes within the time limit the race shall not be invalidated but the order of finishing shall be deemed to be the order in which the yachts rounded the Ten Foot Bank buoy.
16.2 Cruiser Class
For courses prescribed to finish at the Club Finishing Line, Beaumaris or Llandudno, the time limits shall be as stated in 16.1 above. For courses prescribed to finish elsewhere (including courses that finish at the Fairway Finishing Line), the time limits shall be as stated in the course description
Part 3 SUPPLEMENTAL
17.0 Protests (Amending RRS Part 5)Go to Top
17.1 RRS Part 5 shall apply except that :
(a) Rule 61.1(a) shall be read as if the words : 'However, boats of hull length less than 6 metres need not display the flag' had been entirely omitted from that Rule
(b) The time limit for lodging a protest shall (unless extended by the Race Committee) be 48 hours from the start time of the race out of which the protest arises
(c) The time limit for lodging a request for redress under Rule 61.3 shall be 48 hours from the start time of the race out of which the request for redress arises, or 48 hours from the time when the boat concerned received notice of the action or omission which gives rise to the request for redress, whichever is the later.
(d) The protest or request for redress shall if possible be on the form provided by the RYA but in default thereof shall not be invalid provided that it complies in all other respects with the provisions of Rule 61 and 62 as amended by these Sailing Instructions
(e) The protest or request shall be accompanied by a fee of £1 which may be refunded at the discretion of the Protest Committee
18.0 Scoring and Trophies Go to Top
18.1 The scoring systems applicable to each Class are stated in Appendix A to these Sailing Instructions. Different scoring systems may be used for open races or for particular series.
18.2 Trophies and prizes shall be awarded in accordance with the conditions applicable to each one as determined by the Race Committee and stated in the Club Handbook from time to time
18.3 Trophies will not to be awarded to persons who are not members of CYC except as may be permitted from time to time by the Club in respect of specific trophies.
19.0 HandicapsGo to Top
19.1 Cruiser Handicap will be according to the RYA PYS System as varied from time to time by the Sailing Committee and displayed on the Club Notice Board
APPENDIX A Scoring Systems & Penalties
1.0 All Classes Go to Top
1.1 Subject to SI 17.1(a), a race in which no boat starts or scores finishing points shall be deemed to have been abandoned, and no points shall be awarded
2.0 Scoring Go to Top
2.1 Individual Class Series & Menagerie Series
Scoring shall be in accordance with RRS Appendix A Low Point system. The number of races to count shall be one less than the number of races completed, except when only three or fewer races are completed, in which case they shall all count. Ties shall be broken in accordance with RRS Appendix A8 but a finishing place shall always have preference.
2.2 Scoring Abbreviations (amending RRS Appendix A11)
The Scoring Abbreviations shall be as follows :

2.3 'Competing'
(a) For scoring purposes, a boat competes in a race if it is sailing in or near the racing area and intending to race when its starting signal is made, whether it starts or not; and a boat competes in a series if it competes in any race of that series.
2.4 Points for Yachts that do not Score Finishing Points :

APPENDIX B Radio Communications - Cruiser Class onlyGo to Top
  The following are best practice proformata and shall not constitute grounds for a protest or request for redress if either a boat or Race Officer fails to comply.
  1. Yachts should maintain a listening watch on channel 37 from at least 30 minutes before their start time and should report by radio to the Race Officer that they are intending to race. Competitors should refrain from trying to communicate with the Race Officer for any other purpose, or during the period while racing is being started. The Race Officer may acknowledge or ignore communications from competitors at his discretion.
  2. The Race Officer will where possible advise courses, start times, starting signals, recalls and any other relevant information by radio in addition to the usual sound and visual signals. Such communications will be broadcast to the Cruiser fleet as a whole and not to individual yachts.
  3. For races which finish other than at the Club line, yachts are requested to use their best endeavours to contact the Race Officer, Guard Boat Commander or the Club to advise that they have either finished or ceased to race, as the case may be.
